USDA restricts eight PACA violators

The U.S. Department of Agriculture (USDA) has imposed sanctions on eight produce businesses for failing to meet contractual obligations to the sellers of produce they purchased and failing to pay reparation awards issued under the Perishable Agricultural Commodities Act (PACA). These sanctions include suspending the businesses' PACA licenses and barring the principal operators from engaging in PACA-licensed business or other activities without approval from the USDA.

The following businesses and individuals are currently restricted from operating in the produce industry:

  • Golden Hills Foods Corp., operating out of Bogalusa, La., for failing to pay $22,584 in favor of an Arizona seller. As of the issuance date of the reparation order, Veronica Perez was listed as the sole officer, director, and stockholder of the business.
  • Assured Edge Solutions LLC, operating out of Geneva, N.Y., for failing to pay $22,904 in favor of a Maryland seller. As of the issuance date of the reparation order, Daniel Rao was listed as the sole member of the business.
  • Jack Humphreys doing business as Zia Onion Sales, operating out of Desoto, Texas, for failing to pay $8,457 in favor of a Texas seller. As of the issuance date of the reparation order, Jack Humphreys was listed as the sole proprietor of the business.
  • Fresh Central Trading LLC, operating out of Pharr, Texas, for failing to pay $4,268 in favor of a Pennsylvania seller. As of the issuance date of the reparation order, Edgar Garcia Lanuza was listed as the sole member of the business.
  • Mexia RB Produce LLC, operating out of Houston, Texas, for failing to pay $27,409 in favor of a Texas seller. As of the issuance date of the reparation order, Roger Muartua Mejia was listed as the sole member of the business.
  • Three D Food Service Inc., operating out of Secaucus, N.J., for failing to pay $25,465 in favor of a New York seller. As of the issuance date of the reparation order, Daniel Rojas Perez was listed as the sole officer, director, and stockholder of the business.
  • Triple H Produce LLC, operating out of Pharr, Texas, for failing to pay $27,987 in favor of a Texas seller. As of the issuance date of the reparation order, Heriberto Vlaminck Ley, Rosa Ley Lopez, Hugo Vlaminck Ley, and Heriberto Vlaminck Seidel were listed as members of the business.
  • Consorcio De La Cruz LLC, operating out of Miami, Fla., for failing to pay $27,307 in favor of a Texas seller. As of the issuance date of the reparation order, Leonardo Radibelkys and Luz Maria De La Cruz were listed as members of the business.
