US: MAP and FMD more beneficial than originally thought

A new study shows that the current methodology to measure the benefits of market development programs, such as the Market Access Program (MAP) and the Foreign Market Development Program (FMD), may not be measuring the total benefits correctly.

The study, released by the US Government Accountability Office, showed that the US Department of Agriculture (USDA) and the Foreign Agricultural Service (FAS) are monitoring the programs as required but their current methodologies actually miss some important benefits that these programs provide. In 2007, a cost benefit analysis of MAP and FMD showed that these programs resulted in greater increases in US agricultural exports and greater benefits to the US economy. The economic model used, however, did not include important variables, such as commodity prices, that would have increased the total beneficial impact of these programs on the US economy.
