Russia: Lack of labelling, most common consumer rights violation in Belgorod

The Office of the Russian Federal Office for the Supervision of Consumer Protection and Welfare Rights (Rospotrebnadzor) in the Belgorod region has reported the most frequent violations in the sale of vegetables and fruits based on data from inspections on trading companies.

The most common violation is the sale of fruits and vegetables without proper labelling (information on the name of the product, the name and address of the manufacturer, the date of harvest, storage conditions, expiration dates, etc.).

This violation infringes on the rights of consumers to receive all the necessary information about the goods and is a violation of the requirements of the Technical Regulations of the Customs Union TR TC 022/2011.

The current legislation sets the punishment for this violation under part 2 of Article 15.12 of the Code of Administrative Offenses of the Russian Federation.

In 2015-2017, 8 such cases of administrative violations were denounced in the territorial department under part 2 of Article 15.12 of the Code of Administrative Offenses of the Russian Federation. The cases were referred to the courts of the Valuysky, Veydelevsky and Rovenky Districts.

In all cases, the courts imposed administrative penalties in the form of fines. The total amount of fines reached 37,000 Rouble (about 580.23 Euro). In 7 of these cases, the production (vegetables, fruits) was confiscated.
