Indonesia releases new import regulation details

Details are now starting to emerge of Indonesia's plans to loosen horticultural import regulations. The country had faced mounting criticism over what many saw as barriers to free trade.

The country says it is moving to a less complicated, seasonal system to stabilise prices, regulate distribution and manage competition.

The Agriculture Ministry announced recently that it has completed the formulation of the Ministerial Regulation No. 47/2013 to replace the older No. 60/2012, which bans and limits imports of several horticultural products, obliges companies to obtain an import license that is preceded by a recommendation from the Ministry, and limits entry to only four import gateways.

“We are currently waiting for the Law and Human Rights Ministry to pass the draft. The regulation is expected to be issued in June at the latest, before importers start to order horticultural products to be brought into the country in the second half of this year,” Agriculture Ministry Yasid Taufik said.

Through the upcoming regulation, the government will lift import bans and the quota would be applied to each product by a seasonal approach instead. The government will limit imports to certain products when similar ones are in the harvesting season in Indonesia and vice versa.

In the 2012 regulation, the government banned importation of 13 horticultural products and limited importation of seven others, effective from January to June this year. The new regulation will be effective in the second half of this year and will oblige designated companies to import certain amount of commodities at certain times.
