State of disaster declared due to the damage caused by the brown marmorated stink bug

The brown marmorated stink bug infestation is a dramatic problem in northern Italy.

On March 12th 2020, the government declared the state of disaster for the Lombardy, Friuli Venezia Giulia and Emilia Romagna regions. Checks are still being carried out in other regions, so other territories might be added to the list. The budget will be destined to mitigating the damage caused in 2019.

Here is a list of what can be asked:

  • contributions up to 80% of the damage on the ordinary gross saleable production,
  • loans and a five-year amortization for major company management needs for the year when the event occurred and the following year,
  • postponement of credit operation instalments expiring in the year of the event, 
  • partial exemption (up to 50%) from paying social security contributions.  

Applications must be submitted to the Regional authority within 45 days from the publication of the Decree on the Gazzetta Ufficiale della Repubblica Italiana.

Considering the current situation, the impossibility of moving all over the national territory and the closure of CAF tax assistance centers and offices, the hope is that deadlines will be shifted. 

Based on the regional applications collected by the Minister, producers in the territories mentioned will be able to deal with the damage caused thanks to the aid envisaged by the National Solidarity Fund (€80 million allocated by the latest Budget Law to deal with the damage caused by the brown marmorated stink bug).
