25 years of „Warberger Declaration“

Representation of farmers after German reunification

25 years ago on 15 July 1990 both German states (the German Democratic Republic (GDR/East Germany) and the Federal Republic of Germany (FRG/West Germany) negotiated and signed the "Warberger Declaration" at Burg Warberg in Helmstedt. This provided the foundation of an independent by farmers supported agriculture and an independent representation of the profession. No matter the size or legal form. The associations stated in the declaration that: "An agricultural representation is essential for all people who are involved in agriculture in a united Germany." At the invitation of the then President of the German Farmers' Association (DBV) Constantin Freiherr von Heeremann farmers and cooperative associations of the GDR attended the conference in Burg Warberg.

“The basis of the representation is the commitment of all associations to the freedom of the individual over his property. The use of this property should be the decision of the owners (individual management, co-management, lease or corporation),” according to the six points of the declaration. Thus, the Farmers' Association was not in favour of an agriculture that depends on investors without an agricultural background.

The "Warberger Declaration" emphasised clearly that “all members of the existing cooperatives should be informed about their rights and the financial consequences and risks of different choices” in the context of privatisation. The transition from LPG (Agricultural Production Cooperative) to other cooperatives or other types of associations should be at the discretion of the owner, stressed the Farmers' Association of both German states. Both organizations also proposed during the “Warberger Declaration” an emergency program for the East German agriculture.
