Presentation of the mutual fund system to the European Commission

REFLH, APFeLSO, CSO and the Flanders region met the Commission of the European Union, on July 18th, to explore the possibilities of setting up a mutual fund. The second issue highlighted was prevention and crisis management within the framework of the CMO and the 1st pillar of the CAP.

Regarding the functioning of the CMO, the results of several years of activity on the CMO evaluation of four European regions was presented: Emilia-Romagna for Italy, Flanders for Belgium, Aquitaine and Midi-Pyrénées for France.

AREFLH showed the experience of a group of the producers' organizations, members of the CSO of Emilia-Romagna, who have set up a mutual fund since 2009. It consists of a system of insurance-income for the producers, which compensates for the financial losses due to climatic damage or crises of market.

The mutual fund is financed by the producers. The financial compensations, which cover 70% maximum of the lack of income of the producers, are financed at various levels by the mutual fund and by a system for reinsurance with the objective of stabilizing the income of the producers.

The reference prices paid to the producers are communicated by the producers' organization and the market prices by a third organization.

The AREFLH requests the intervention of the European fund (50%) and the producers (50%) within the framework of the new CMO (1st Pillar), in order to consolidate and to generalize this device with the producers' organizations and their associations.

The main missions of the AREFLH (Assembly of the European Regions producing fruit, vegetables and plants) is to :

  • Represent its 26 members regions, originating from 6 countries in Europe

  • Defend the economic and social interests of the fruit, vegetable and horticultural sectors to the European authorities

  • Facilitate the exchanges of experiences, partnerships and common projects between regions and between professional organizations;

  • Make strong proposals on the main stakes which condition the future of the fruit and vegetables productions in Europe.
