This project was a concerted effort between the Ministry of Agriculture and the Eritrea's 34th Division of the Defense Forces.

The ceremony saw the attendance of key figures such as Ambassador Abdella Musa, Governor of the Anseba Region, and Brigadier General Tekle Libsu, alongside leaders from the People's Front for Democracy and Justice (PFDJ) and other dignitaries. Ambassador Musa, in his speech, commended the Defense Forces for their significant role in community development and environmental preservation, mentioning the construction of several dams in the past three years and plans for ten more in the near future. He called for increased community involvement in these projects.
