Spain: COAG not convinced by improvements raised by EU

The Management Committee of fruits and vegetables has approved the revision of the regulations implementing the CMO on crisis management and input prices, with the refusal of a large part of European countries, as understood as a regulation that "examines in depth the problems of the industry," said the municipality Secretary of the COAG Almería provincial and head of Fruits and Vegetables of COAG, Andrés Góngora.

For Gongora, the amendment of the Regulation, which focuses on prevention and crisis management, and system Input prices in the industry - "is inadequate and the Management Committee has returned to disregard requests of agricultural producers. This approval is an important step, but falls far short of needs and
demands of an industry that needs a regulation that gives us stability."

Changes

The Regulation comes into force seven days after its publication in the Official Journal of the EU, except for those relating to the entry price system, which will be implemented from the 1 September 2012, and as for the review of compensation for recalled products are applied on a retroactive to July 1.

With respect to management measures and crisis prevention, the European Commission is very flexible on the definitions of "no harvest" and "green harvesting" and check the amounts of community compensation of withdrawal today, further prioritizing the free distribution destination. In the case of the tomato, is included as a double novelty Community withdrawal compensation, differentiating winter and summer tomatoes. As for the entry price system, the Commission proposes greater control of physical traceability and accounting of imported products, so that they can further monitor the amounts to be meet as customs duties in European Union.

Finally, as for the initial draft, there has been small changes like some clarification on the definitions of green retreat and no harvest. It also takes into account that operators are not required to submit import documents for traceability control of the entry price system, but should only have them so they can be ordered and controlled by customs authorities.
