Authorities in Kazakhstan's Pavlodar region have signed a memorandum with major greenhouse operators to keep vegetable prices stable throughout the winter. The agreement involves two key producers: Greenhouse-Qaztomat and Aksu Greenhouse Complex, and aims to prevent seasonal price spikes while ensuring a steady supply.
The greenhouses are committed to delivering at least 140 tonnes of cucumbers and 100 tonnes of tomatoes at fixed wholesale prices: 850 KZT/kg (€1.45) for cucumbers and 800 KZT/kg for tomatoes (€1.36). In social retail stores, prices will remain capped at 980 KZT (€1.67) and 925 KZT (€1.57), respectively, while at farmers' markets, produce will be sold for 890 KZT (€1.53) and 840 KZT (€1.43). Deliveries begin on 5 December, covering Pavlodar, Ekibastuz, and Aksu.
The region already supplies produce to more than 100 cities across Kazakhstan and abroad.
The region operates three large greenhouse complexes producing over 14,000 tonnes of vegetables annually. Between 2020 and 2025, they received 312.2 million KZT (€~530,740) in state support, including 163.2 million KZT in 2025 for electricity subsidies. Pavlodar remains one of Kazakhstan's agricultural investment leaders, attracting 124 billion KZT (€~210,800,000) in just the first eight months of 2025.
A major expansion project is also underway: Greenhouse-Qaztomat is adding 10.4 ha of new facilities worth 10.7 billion KZT (€~18 190 000). Once completed in 2026, it will become the largest greenhouse in Central Asia, adding 15,800 tonnes of annual vegetable output and creating 114 new jobs.
