Kazakhstan launches pilot paid phytosanitary inspection system in five regions

A new paid system for quarantine phytosanitary inspections has been introduced on a pilot basis across five regions of Kazakhstan: East Kazakhstan, Mangystau, Turkistan, Abai, and Zhetysu, starting 24 November 2025, according to the Ministry of Agriculture.

The mechanism aligns Kazakhstan's procedures with those already practiced in Uzbekistan, Azerbaijan, China, Belarus, and Russia, aiming to harmonize trade conditions with neighbouring markets. All inspections are carried out by the state enterprise Phytosanitary.

Designated control points have been established to manage the flow of regulated products entering each of the pilot regions, while laboratory testing for export shipments is now available throughout the country.

According to the Ministry, the new system is expected to improve the quality and efficiency of phytosanitary services. Revenue generated from paid inspections will be reinvested in the sector: upgrading laboratory equipment, strengthening technical capacity, and improving specialist training.

Before the rollout, authorities conducted information sessions with foreign trade participants. Territorial and laboratory staff also completed the required training. Regional inspection offices have been instructed to ensure accurate testing and timely delivery of results as the new procedures come into effect.
