Stéphane Layani, president of the Rungis market, has submitted his Agoralim report to French Prime Minister Jean Castex. An innovative and structuring project to create a sustainable ecosystem “from the land to the plate” that would help increase the share of short circuits for food supply in the Île-de-France region.
Agoralim will be set up on 4 major sites of the Val d’Oise department: Gonesse (agricultural production, vegetable processing and training), Goussainville (producers’ floor and distribution), Roissy-en-France (central kitchen and processing) and Bonneuil-en-France (last mile logistics). This project represents a total investment of 1.4 billion euros [1.6 billion USD], equally divided between the activities of Semmaris and the ecosystem supported by the government and the other public and private partners. The project should help create 4,000 to 5,000 jobs. This complementary ecosystem of the Rungis market will have a strong focus on training, innovation and raising awareness on the importance of eating well for all.
“The success of the Agoralim project is based on the long-term partnership we have been working on since the beginning with all the actors of the region. We have been working closely with the local authorities in the Val d’Oise department, we launched a call for ideas in July 2021, open to all, which attracted many rich contributions, and we have been working daily with the government since its formation,” explains Stéphane Layani, president of the Rungis market.
In 2022, there will be more consultations with farmers and associations regarding the agricultural aspect of the Triangle of Gonesse, whose vocation as the food-producing area for the Île-de-France region will be reinforced by this project. The goal is to support the production of fresh produce in order to set up an ecosystem of short circuits that would satisfy the demand from Île-de-France for more local and more sustainable food. The first sites for processing and distribution should open in 2025.
Agoralim also integrates the innovative proposals from the call for ideas launched on July 9th 2021. 10 of the 234 contributions were selected for their pertinence by a committee of experts presided by Jacques Attali.

Transition of the agricultural and agrifood sectors
1.Set up a “territory for agricultural future”, similar to the “high ambition innovation territory” program
2.Set up an agricultural landholding company, a new development tool to support the control of complex agricultural land
Supporting the economic and social development of Val-d’Oise
3.Establish public structures (research institutes, high-level training organisms for logistics, agrifood…) to multiply the benefits of Agoralim.
4.Create a rail-road freight platform to meet the need for combined transport and improve the environmental and operational performance of activities
