Portugal's 2024 state budget includes a provision for the introduction of a tax on ultralight plastic bags used for the bulk sale of bakery products, fresh fruits, and vegetables. The implementation of this four-cent tax is under the responsibility of the Tax Authority (AT) and the Portuguese Environment Agency (APA), with no specified date for its commencement.

Initially planned for January, the measure's enforcement has been deferred due to operational, procedural, and regulatory preparation needs. Despite this delay, the current government, succeeding the administration of António Costa, upholds the initiative. This tax aligns with Portugal's objectives towards enhancing green taxation and managing waste more effectively, addressing concerns over plastic and microplastic pollution.
