Poland: Further support for growers against Russian embargo

Poland's Council of Ministers issued a Decree on Monday for the implementation from the Agricultural Market Agency of further emergency support measures for producers of certain fruit and vegetables affected by the prohibition of imports from the EU to Russia.

Growers will receive financial assistance for the withdrawal from the market of selected fruits and vegetables up to 30 June 2017. These products will be allocated for free distribution or for other purposes, e.g. for animal feed or the production of bio-gas. The supply of these products on the domestic market will be consequently reduced, helping bring stability to their prices.

Polish producers will be able to receive aid for the withdrawal of 90,400 tonnes of apples and pears, 10,900 tonnes of tomatoes, carrots, peppers and cucumbers and gherkins, 500 tonnes of plums and table grapes and 600 tonnes of peaches. The fruits and vegetables withdrawn from the market, regardless of their purpose, must meet certain commercial quality standards.

The total volume of the products which will be reported for withdrawal will not exceed 200 tonnes per individual farmer or 20,000 tonnes per producer organization. The introduction of these limits should help ensure access to the support mechanism for a larger number of the producers affected. Moreover, the charities that will receive the withdrawn fruits and vegetables, intended for free distribution, will have to have the status of a public benefit organisation. The Regulation will enter into force after 7 days from the date of publication in the Official Gazette.
