Shenzhen Customs pilots "two-step declaration"

The first batch of cargoes was cleared under the “two-step declaration” model on August 26th at Shekou Customs within the Shenzhen Customs precinct, following the decision of the General Administration of Customs to carry out a pilot project to reform customs clearance.

It is estimated that since the pilot project was initiated, Shenzhen Customs has handled 166 declarations under the new model, and 105 items that needed to be declared have been reduced to as low as 9 items. For goods exempt from examination, the average time needed from declaration to clearance is now less than 1 minute, greatly improving the efficiency of customs clearance at the port.

On August 26th, Shenzhen Pan Asia Logistics Co., Ltd. successfully completed the clearance of their imported fresh coconuts weighing 20.5 tons and valued at RMB 114,800 by only declaring 9 items with the bill of lading. The customs examined and released the cargo and the company picked up the goods all on the same day, which marked the first successful case of this pilot project.
