The Presidential Decree "On additional measures to increase potato production and further develop its seed production in the Republic" (No. 269 dated 09/08/2025) has been adopted.
The resolution sets targets for the sector. From 2028 onwards, at least 10 million potato mini-tubers with a germination level of no less than 85 per cent are to be supplied annually. By 2030, the average potato yield in the country is expected to increase from the current 16–17 tons per hectare to 25–30 tons per hectare.
Each year, by December 1, the Ministry of Agriculture will place orders with scientific institutions and business entities for the required volume of in-vitro plants and micro- and mini-tubers of potatoes for the following season.
Financing will be made available through the State Agricultural Support Fund. Commercial banks are instructed to provide loans of up to 50 per cent of the production cost of potatoes at an annual rate of 12 per cent, for a period of 12 months. These loans will include a grace period of six months and will be issued on the basis of an insurance policy.
In addition, starting January 1, 2026, the state will cover up to 50 per cent of expenses incurred by potato producers for installing solar panels, capped at 50 million soums (approximately US$3,950), from the State Budget.
