Pakistan revises mango export values

The Federal Board of Revenue (FBR) implemented new customs valuation for mango exports from Pakistan, applicable to the current season. The Directorate of Valuation Lahore issued ruling 2 of 2025, following FBR's directive.

The revised valuation system applies to all locations. The export (FOB) value for fresh mangoes is set at US$800 per metric ton; mango pulp at US$1000 per metric ton; and dry mangoes at US$1500 per metric ton.

According to the ruling, guidelines received from the Ministry of Commerce instructed the Directorate of Valuation, Lahore, to establish mango export values. An evaluation was carried out by the Directorate of Customs Valuation Lahore to determine these values.

A meeting included participation from key stakeholders such as representatives from All Pakistan Fruit & Vegetable Exporters, Importers & Merchants Association, and mango exporters. During this meeting, the issue regarding the valuation of the specified goods was discussed thoroughly. Stakeholder proposals were meticulously analyzed. The documentation submitted, the discussions that took place in the meeting, and price trends alongside export data from PRAL were all examined to determine the customs export value of mangoes.

The ruling detailed that valuation provisions under section 25 (15) of the Customs Act 1969, combined with export data and a market survey, were used to determine export value. This process included examining export data market trends, international market trends, and documents submitted by stakeholders.
