Moldova's Parliament has approved in the first reading a reform that allows certified fresh fruit and vegetable operators to bypass routine quality inspections.
The proposed changes to the law on quality control of fresh produce introduce a certification system for economic agents who meet specific conditions, allowing them to trade without undergoing regular inspections.
To receive the certificate, operators must:
- Pass five consecutive quality inspections
- Implement a self-monitoring system
- Have no criminal convictions linked to business activity
- Have no customs or tax violations in the past three years
The certificate will be valid for up to two years and may be extended for one additional year. It applies to imports, exports, and domestic trade.
The National Food Safety Agency (ANSA) will manage a public registry of certified operators and monitor their compliance. Certificates can be revoked if requirements are no longer met.
The reform also updates ANSA's registration rules for fruit and vegetable sector participants.
The reform is designed to reduce administrative pressure while maintaining quality standards in Moldova's produce sector.
