Russia lifts import duties on select Iranian produce under new quotas

The Russian government has approved a decree eliminating import duties on a range of agricultural products from Iran, including potatoes, tomatoes, cabbage, carrots, beets, cucumbers, and apples. The exemption applies only to shipments within set tariff quotas, as per a decision by the Eurasian Economic Commission.

Beyond these quotas, regular customs duties will still apply.

For 2025, the duty-free import quotas for Iranian produce are as follows:

  • Potatoes: 18,700 tons
  • Tomatoes: 26,800 tons
  • Cabbage: 13,000 tons
  • Carrots and turnips: 9,700 tons
  • Beets: 8,600 tons
  • Cucumbers: 37,400 tons
  • Apples: 118,000 tons
  • Canned tomatoes: 16,400 tons

The Federal Customs Service will report monthly on actual import volumes and remaining quota balances.
