Korea gains Chinese access for persimmons after 17 years

The Republic of Korea's Ministry of Agriculture, Food and Rural Affairs (MAFRA) announced on 2 November 2025 that it has concluded a quarantine agreement with the People's Republic of China, allowing the export of Korean persimmons to the Chinese market. The agreement was formalized with the signing of a Memorandum of Understanding (MoU) during the ROK-PRC summit held on 1 November.

The agreement comes 17 years after Korea first submitted its request to export persimmons to China in 2008. Negotiations between the two countries have focused on establishing pest management protocols that meet China's import standards.

The Animal and Plant Quarantine Agency (APQA) of Korea developed pest control and monitoring measures to address China's biosecurity requirements. Both sides reached an understanding on quarantine conditions to facilitate safe trade and build confidence in the process.

Under the agreement, exporting orchards and packing facilities must be registered, and pest monitoring must be conducted. Required quarantine information must also be listed on phytosanitary certificates accompanying shipments.

APQA stated that it will move forward with implementation measures, including the introduction of necessary regulations and training for producers to prepare for export certification.

Minister of Agriculture, Food and Rural Affairs SONG Miryung said the conclusion of the negotiation creates new opportunities for Korea's fruit sector. "We will continue to actively identify promising export items and pursue strategic quarantine negotiations to expand exports and open new markets for Korean agricultural products," she said.
