U.S. Senators Ron Wyden, Jeanne Shaheen, and Tim Kaine introduced the Protecting Americans from Tax Hikes on Imported Goods Act, aimed at protecting consumers and small businesses from rising costs due to tariffs on imported goods. The legislation seeks to limit the President's authority under the International Emergency Economic Powers Act (IEEPA) to impose unlimited tariffs after declaring a national emergency while preserving its use for sanctions and national security measures.
Wyden, Ranking Member of the Senate Finance Committee, criticized the misuse of IEEPA for broad tariffs, emphasizing that it should not be a tool for imposing blanket taxes that increase prices for American families. He pointed out that there are other targeted tools available to confront unfair trade practices and national security threats without broadly impacting consumers.
Shaheen highlighted the importance of reducing costs for households, particularly at a time when Americans are already facing higher prices. She stressed that the bill aims to prevent immediate tax hikes on essential goods like coffee and fresh vegetables, which would otherwise burden consumers.
Kaine also underscored the need to keep costs low, warning that broad tariffs, such as those proposed by former President Trump, could raise prices on everyday goods and negatively affect all Americans. He supported the legislation to restrict the President's use of IEEPA for sweeping tariffs.
The proposed legislation addresses concerns that broad import taxes could significantly increase costs for American families, potentially adding $3,900 to their annual expenses. These tariffs would particularly impact goods traded with key partners like Mexico, China, and Canada, raising the prices of essential items, including fresh produce.
The bill clarifies that IEEPA cannot be used to impose tariffs or tariff-rate quotas that would raise costs for American consumers. However, it maintains the President's authority to use IEEPA for sanctions and to block imports that threaten national security, ensuring that necessary actions against unfair trade practices, especially those from China, can still be taken.
