Fruits and vegetables will be progressively integrated into the CAP's basic payment

The Ministry of Agriculture, Fisheries, and Food wants the sectors that historically haven't received a basic payment, such as the fruit and vegetable sector, to receive this help starting 2023. Esperanza Orellana, the general director of Agricultural Productions and Markets of MAPA, participated at the "The new PAC and the challenges of the fruit and vegetable sector" conference that was held at the Fruit Attraction fair and said this help would be handed over to these sectors progressively and that the expense would be paid based on a newly created National Reserve.

Orellana also said that the upcoming National Reserve's budget could amount to nearly 3% of the budget of the first pillar of the CAP for Spain, i.e. nearly 100 million euro for 2023 alone. This number is still open to discussion and could be improved in subsequent years.

Tomas Garcia Azcarate, the deputy director of the IEGD-CSIC and associate researcher at the Center for Studies and Research for the Management of Agricultural and Environmental Risks (CEIGRAM), agreed that the CAP system should also favor fruit and vegetable productions.

The integration of fruits and vegetables in the CAP's basic payments, a historical claim of the sector grouped in FEPEX, must be included in the Strategic Plan that the MAPA and the autonomous communities are currently negotiating and that they must present to Brussels for approval before December 31 of this year. The Strategic Plan is also an opportunity to include other sectors, such as the flowers and live plants sectors, in this regime.

The new CAP and the challenges of the fruit and vegetable sector forum, organized by FEPEX, was held within the framework of the Fruit Attraction fair that ended yesterday. A large number of exhibitors expressed their satisfaction with having participated in this edition and having overcome the uncertainty there was about holding a large face-to-face fair after the pandemic.
