Costa Rica is expected to lose the dispute over Hass avocado with Mexico

The World Trade Organization (WTO) still hasn't issued a resolution regarding the dispute over Hass avocado trade between Costa Rica and Mexico. However, experts expect that Costa Rica will lose the dispute because of the mistakes that the Costa Rican authorities made when they decided to unilaterally to close their market to Mexican avocado in 2015, under the administration of former President Luis Guillermo Solis, which will also led to the imposition of sanctions by the Mexican Government.

Ronald Saborio, former ambassador of Costa Rica to the WTO, believes that it is almost impossible to win the dispute against Mexico. The expert explained that, in his opinion, the National Avocado Plan is an irresponsible measure of the Government because its purpose is to keep the market closed to imports of this product, something difficult to achieve.

The press office of the Ministry of Foreign Trade of Costa Rica (COMEX) declined to make a statement arguing that they couldn't speak about an open process as they were representing the country in the WTO dispute.
