Technical Brexit agreement on 15 November at the latest

A technical deal about the UK leaving the EU should be reached by 15 November at the latest, according to Donald Tusk, president of the European Council. To realise a final agreement, he wants to hold a special Brexit summit. Initially, the plan was to finish the technical talks for a deal in October. Despite the fact that a final date for the negotiations is in sight, a no-deal scenario is still very much one of the options. Particularly now that the 27 EU member countries have indicated they’re renouncing Prime Minister May’s so-called Chequers plan.

The border between Ireland and Northern Ireland is still a major obstacle in the negotiations. In a no-deal scenario, a physical border will most likely be erected again. The British Parliament and the European Parliament will still have to approve the agreement after the technical agreement. This is likely to happen early in 2019.
